Process server who committed perjury on service working in conspiracy with attorneys, to obtain the secret judgment out of jurisdiction of 35 million dollars and other property jointly and severally liable to the causes of action in the Original Claim.

Morley, International Family Law : The person believe to be the “Head” of the conspiracy who claims to have “a network of local counsels globally “ hired by The Lowry Family soon after the birth of the child and for conspiracy including aiding and abetting on: fraud, theft, kidnapping and child abuse including but not limited to the other causes of action on the original Claim

Paul Saldana Individually and jointly with Adelante Solutions, who provided the “media and government contacts” to the Lowry Family and hired since before the birth of the child, already showing payments to high rank officials since December 2006.Who organized the conspiracy including international libel, defamation, slander and aiding and abetting on: fraud, theft, kidnapping and child abuse including but not limited to the other causes of action on the original Claim

John Foster individually and jointly and severally with the Minton Burton Foster and Collins, who were hired by the Lowry Family around July 5, 2007 and who are responsible for the Intentionally secret frivolous lawsuits and damages, for conspiracy including aiding and abetting: fraud, theft, kidnapping and child abuse including but not limited to the other causes of action on the original Claim. The baby in the photo is Sebastian, kidnapped, abused and exploited by the owners of Hillsborough child care center in bishopstone, swindon, sn68pw to obtain millions of dollars in gains. These are the proceedings with ICACU:

ICACU AIDING KIDNAPPING OF CHILDREN

MEANING OF ICACU: INTERNATIONAL CHILD ABDUCTION AND CONTACT UNIT

The International Child Abduction and Contact Unit is the Central Authority in England and Wales for the Hague Convention on the Civil Aspects of International Child Abduction (the Abduction Convention).

ICACU claims to be the administrative authorities for the Hague Convention on the Civil Aspects of International Child Abduction is a treaty to prevent children from the harm of abductions and taken abroad.

ICACU suppose to respect the treaty and take expeditious proceedings to return the children abducted to England to where they were abducted from.

But in fact this was not the case of a very simple case and extremely strong case under the Hague Convention on the Civil Aspects of International Child Abduction:

An International settlement agreement under Hague Proceedings was reached in Mexico and executed with the embassies of the United Kingdom and United States of America and also the central authorities director in Mexico Rocio Vazquez Alvarez (Central authorities in Mexico and as representative for the Hague Convention on the Civil Aspects of International Child Abduction) on December 3, 2007.

Such instrument ordered the child Sebastian Pavon Cuellar to remain in Mexico under mutual custody of the parents, his travel documents to remain in The USA Embassy in Mexico and the consul Cecil K Scott took personally the duty to enforce such agreement..

But, Samantha Lowry kidnapped the baby on December 3, 2007 by apparently forgery of embassy documents.

The father, a well known Mexican artist filed his application under the Hague Convention on the Civil Aspects of International Child Abduction with Icacu (INTERNATIONAL CHILD ABDUCTION AND CONTACT UNIT) on May 2008 in the United States because the baby is American citizen.

On July 2008 the father provided ICACU some requested records and also provided evidence records, a total of 1 kilogram 100 grams of records sent to ICACU via FEDEX.

Through the Hague Convention on the Civil Aspects of International Child Abduction is suppose to be expeditiously in proceedings to prevent from harm the baby and left behind parent, and a resolution must be made within six weeks, but ICACU “disappears such application and records of evidence” and orders to the father to transfer his application to Mexico claiming the reason was because is where the child was abducted from and where he will need to be returned, the father does so immediately and by September 2008 the Hague Convention on the Civil Aspects of International Child Abduction application was already transferred to the Mexican Central Authorities.

But that some solicitors for the abductor, the Brethertons solicitors, had also received notice of the proceedings of the Hague Convention on the Civil Aspects of International Child Abduction of the father sent by ICACU who immediately started secret proceedings in England to obstruct the treaty and against the treaty itself.

It was until March 2009 that the father was contacted by the solicitor assigned by ICACU to the father, Carolynn Usher.

Carolynn Usher without right, without power of attorney, had claimed to have been in the case since January 2009, but did nothing more than to wait for the Brethertons Solicitors to obtain all types of frivolous orders without the father been heard or been present to obstruct the convention and even conceal the whereabouts of the baby.

Once Again, Carolynn Usher without right, without power of attorney files the originating summons as acting for the father, once the father receives a copy of such originating summons and realizes that she even filed an incomplete version of the International settlement agreement but even making false claims and false request, immediately removes Carolynn Usher from the case and the father files the full version of the International settlement agreement under Hague proceedings, (41 pages) While then, ICACU claims to have search for other solicitors.

Up to date, the baby remains kidnapped, his whereabouts concealed and the abductor also under illegal possession of over 1700 masterpieces of Dapacu, and theft of all his property by the same breach of the International Instrument under Hague Proceeding AND HIGH INFLUENCES nevertheless, the father has acquire all records of evidence he could and has exposed an international network of child exploitation of children in the United Kingdom that reaches the highest levels of government.

The treaty that suppose to prevent abductions is been use for abductions by ICACU in concert with other in high levels of government.
